The Project has three Major Components (Value Chain, Asset Creation, SAM)

Project Objectives and output:
  • To alleviate poverty, improve irrigation system and transportation, and economic uplift among the target population.
  • Improving food security, decreasing of occurrence of malnutrition among children, and decrease of mortality and morbidity rates.
  • Recharge the underground water table, avoid drought, and surface water management.

Prevention of flood flowing, Prevention of soil erosion, providing plantation areas for forestation, providing pasture for animals, and climate change.

Project Activities

Check Dam Construction:

Construction of check dam/water storage (60-meters-long check dam and check dam storage Capacity is 16560 Cum in Suerai district).

By construction of these Check Dam, the water level will increase in Karezes and the target population will receive sufficient irrigation water including benefiting thousands of Jeribs agricultural land and hundreds of households. 

Protection Wall:

Total length of Protection wall 734 M, Total Excavation of protection wall 1389.6 m3 in the Surai district the mentioned protection wall included Dawiger village 400 M, Niknazar village 184 M and Joghyan village 150 M of Zabul province. 

Watershed Management:

Total Excavation of Terraces 68544 m3 One-size (30x6.8x2.4 m) and total Number of Terraces 140 ditches/terraces in Surai district of Zabul province. 

Value Chain: This activity for 200 women in the Surai District.

SAM: This activity for 150 Male in the Surai District.

Asset Creation: This activity for 800 Male in the Surai District.

Completed as per bellow list of infrastructures: totally 41 Karizes are identified and out of 41 Karizes we have identified 21 productive Karizes that actively contributed to the people livelihoods. Considering the budget constraints and FAO WRI team instructions 10 combine infrastructures was identified for CFW and further assessments are under the progress.

Beneficiary selection (landless and/or marginal farmer households) for Cash for Work (CfW) through beneficiary profile survey questionnaire designed in Kobo (available in annex 3) according to the FAO criteria in close collaboration with district level committee (criteria available in annex 2a). The list of beneficiaries must be sent to FAO for verification and approval. FAO will develop the questionnaires in Kobo and share with Service Provider’s Kobo Account. Accordingly, the IP will configure their Kobo in tablets for data collection

Correspondent, to sub-project summary and technical documents (BoQs/Drawings) approval we commenced the BPS for the 7 watershed areas and 21 infrastructures of Karizes as bellow.  

The BPS commenced in close coordination with FAO, relevant stakeholders at targeted location and it is monitoring by FAO Field monitors that proceed through joint team of enumerators.

  1.  Adopting COVID-19 precautionary measures along the project implementations (refer to annex 18)

 

During project implementation and engagement with communities and stakeholders we strictly adhere to the preventive measures to minimize the risk of spreading COVID-19 and both staff and beneficiary safety considering ANRCC COVID-19 safe approach SOPs and WHO recommendation such as (physical distance and social distance, promoting WHO recommendation and COVID-19 safe approach information, distributing COVID-19 safe approach leaflets and training beneficiaries and project stakeholders on safe approach of market participation and livelihood entrepreneurs in term of market management and application of COVID-19 safe approaches later during the project excavation. 
  1. Participatory consultations with WRI Regional team and with the local Community Development Councils/Shuras to reconfirm the validity of the identified sites for cash for work infrastructures
Correspondent to community intervention and identified of potential infrastructure we have established a GRC and water management committee/council for social conflict solution and further project follow up and community mobilization that later on the mentioned committee will take the responsibilities of constructed infrastructures for maintenances, planting and other issues. 
  1. Sharing of BOQ and technical details of the water infrastructures selected for CfW activity with FAO for approval

All the project sites were identified and initial BoQs, drawings and sub-project proposals were submitted for FAO approval and feedback, due to recent changes in templates, BoQs as usual we have revised and prepared a combine BoQs and sub-project proposals considering the types of the projects. 

 

All the proposal for sub-project (28 infrastructures) approved from the FAO end.

To ensure and minimize the potential environmental risk for UXO/ERW and Land Mine to optimize the safety we have established strong coordinated with communities and produced a mine risk map through the GIS. 

WRI and ESS regional team are highly encouraged to contribute for a comprehensive mine risk maps development through the GIS and future consultation and expecting their prompt inputs in this regard. 

  1. Procurement and distributing of working tools and protective equipment (boots, helmet, gloves) to the CfW participants at the site. 
Correspondingly, the procurement units commenced the initial tasks by the next week through a transparent process according to our procurement policy and procedures. ANRCC will approach to FAO WRI regional team for the prospectives of any confusion, QC of construction materials and other procurement issues. 
  1. Infrastructure (e.g. water reservoirs, canal cleaning and etc.) are rehabilitated/improved  through the organization and supervision of cash for work activities (including the procurement and distribution of working tools and protective equipment) (refer to annex 9 for water infrastructures selection, annex 12 for preventive measures of COVID 19 during CfW activity, annex 10 for attendance of CfW beneficiaries, annex 11 safety note for CFW.

The overarching activities relates to rehabilitation of soil and water conservation measures including construction of small rainwater harvesting structures such as trenches, reshaping of the trenches/ditches, micro dry-stone masonry and gabion check dams less than 3 meters high and building standard social infrastructures as specified in appendix 13-A

ESCP is developed and share along with the sub-project summary document for the FAO office approval that will strictly implement during CFW activities.

Totally, 3535 out of 4354 HH are covered under B1 & B2, 1352 Ha land out of 1484 Ha is covered, 13 Social Structure out 13 is completed and 1 gabion check dam out of 14 is completed and 13 remaining are under the progress.

Provision of trainings on water management and infrastructure maintenance to beneficiaries - using appropriate IEC materials and Sensitization and training on adoption of COVID-safety practices at household level, during agricultural / other livelihood activities and when in public spaces / markets offered to stakeholders (Training database is available in annex 20).

Trainings sessions held before the CFW activities concurrently with hand tools/PPE distribution to ensure beneficiaries safe practicing during engagement with CFW both in term of COVID-19 and adopting of protection measurements. PPE is distributed and strictly monitored during CFW engagement. For the emergency cases the nearby health service providers are coordinated and the first aid box and medic will be available in case of injuries. 

The ESS officer along with field supervisors strictly monitoring to ensure maximum safety. 

  1. The Service Provider will be required to ensure robust monitoring of the ongoing activities, based on IP’s own mandate and procedures. This monitoring activity cannot be budgeted in the Proposal. The Service Provider is required to submit weekly updates and other required reports that will be outlined in the signed LoA. 

 

ANRCC has an independent, technical, and oriented MEAL unit that regularly monitoring the ongoing activities and provide the finding to program heads and relevant section and ensure the program unit considered those finding. 

Under, this section we continuously prepare the lesson learned workshops to learn to feedforward and enhance the accountability and identify the gaps and respond it on timely. 

 

Activities related to Output 2: (Community-based Drought Early Warning System)

During project implementation we have strictly adhere to the preventive measures to minimize the risk of spreading COVID-19 and both staff and beneficiary safety considering ANRCC COVID-19 safe approach SOPs and WHO recommendation such as (physical distance and social distance, promoting WHO recommendation and COVID-19 safe approach information, distributing COVID-19 safe approach leaflets and training beneficiaries and project stakeholders on safe approach of market participation and livelihood in term of market management and application of COVID-19 safe approaches during market participation, livestock and daily business.
Activities related to Output 4: (Community-based Drought Early Warning System)Achievement

The IPs will receive on the main aspect community-based drought-EWS and data collection by FAO team.

Following the training and orientation session the IP will responsible to collect the required data on a regular basis using KOBO Toolkit and/or paper-based information collection at community level on monthly basis during off season and every 15 days during drought sensitive periods. Data should be then made available to FAO teams at Regional Offices

ANRCC initiated EWS and held different FGDs in close consultation with FAO in targeted communities. 

Both crisis timeline and FDGs integrated questionaries has been shared for FAO further analysis, review/feedback.
